OASIS+ (OASIS Plus) (OASIS+)

Definition

OASIS+ is the successor GWAC to the original OASIS, awarded by GSA in 2024. OASIS+ provides multiple-award IDIQ contracts for non-IT professional services, with separate pools for unrestricted, small business, 8(a), SDVOSB, WOSB, and HUBZone firms. OASIS+ offers an open on-ramp structure and standardized terms across agencies, making it a primary vehicle for complex management, engineering, scientific, and logistics services procurement governmentwide.

Why It Matters

OASIS+ is projected to exceed $60B in task orders over its lifetime. Winning a prime seat on the relevant pool is a decisive investment for any services firm targeting DoW and civilian agencies. Because OASIS+ uses an open on-ramp (firms can qualify for inclusion periodically), strategy differs from legacy vehicles: continuous readiness rather than a one-shot proposal cycle.

Example

A 300-person engineering firm wins a prime seat in OASIS+ Unrestricted. In the first 18 months of the vehicle, the firm wins six task orders totaling $48M across DoW, DHS, and State.
