One Acquisition Solution for Integrated Services (OASIS)

Definition

OASIS (One Acquisition Solution for Integrated Services) was a GSA multiple-award GWAC for complex professional services including program management, management consulting, engineering, scientific, logistics, and financial services. OASIS Pools were organized by NAICS code and size standard. OASIS was succeeded by OASIS+ (OASIS Plus) starting in 2023. Both unrestricted and small-business pools existed under the legacy OASIS.

Why It Matters

For firms selling complex services into DoW, civilian agencies, and the Intelligence Community, OASIS was one of the most productive vehicles in government for a decade. Primes used it to build multi-hundred-million-dollar task-order portfolios. Although the vehicle is now in its successor OASIS+ form, knowledge of the OASIS program structure and lineage remains foundational for services-firm market strategy.

Example

A mid-tier consulting firm won a prime seat on OASIS Pool 1 (SB) in 2016. Over eight years, it won $92M in task orders before transitioning to OASIS+.
