Definition

A Statement of Work (SOW) is a contract document that specifies what work is to be done, often including the method, tasks, and deliverables. SOWs are used on traditional (non-performance-based) acquisitions where the government wants to prescribe approach. Each task in a SOW typically maps to one or more CDRLs on DD Form 1423. SOW structure includes introduction, background, scope, tasks, deliverables, period of performance, and reference documents. Section C of a uniform-contract-format RFP typically contains the SOW.

Why It Matters

A prescriptive SOW constrains creativity but also limits your risk. If the government dictates the method, your job is to execute it efficiently; if the method fails, the government owns the outcome. Careful SOW reading identifies every deliverable, every required meeting, and every reference document, because many small surprises lurk in referenced standards that ripple into cost. SOW-based contracts also interact with change-order mechanics: any scope growth must go through a formal modification.

Example

A SOW requires delivery of 12 technical reports in conformance with MIL-STD-498. A contractor's proposal team reviews MIL-STD-498 line by line and identifies three document templates the SOW implicitly requires but doesn't mention, saving 200 hours of unplanned work after award.
