Definition

Standard Form (SF) 1449 is the standard form used across the federal government for solicitation, contract, and order of commercial items under FAR Part 12. It consolidates the procurement instrument (solicitation + schedule of supplies or services + certifications + continuation sheet) on a single form. SF 1449 supports simplified commercial-item acquisition and is the cover page for most Schedule orders and commercial-item RFQs. Its block-structured format streamlines both the submission and evaluation of commercial-item procurements.

Why It Matters

Recognizing SF 1449 as the cover of a commercial-item solicitation tells you immediately that FAR Part 12 applies. Part 12 has reduced clause flow-down requirements, commercial item terms, and simpler termination rules. Bidding an SF 1449 procurement is materially different from bidding a traditional RFP: the clause structure, certifications, and delivery terms all reflect commercial-item expectations.
