Research, Development, Test and Evaluation (RDT&E)
Definition
Research, Development, Test and Evaluation (RDT&E) is DoW's appropriation category for research and development activity, organized into seven budget activities: BA1 Basic Research, BA2 Applied Research, BA3 Advanced Technology Development, BA4 Advanced Component Development and Prototypes, BA5 System Development and Demonstration, BA6 RDT&E Management Support, and BA7 Operational Systems Development. Each BA has distinct oversight, reporting, and transition characteristics. Programs typically progress from BA2 research to BA5 demonstration to BA7 production as they mature.
Why It Matters
Knowing the BA behind a program tells you what rules apply and who the decision-makers are. BA2/BA3 money is relatively flexible and friendly to new entrants; BA5/BA7 is tightly managed and favors established primes. If you're a startup competing on an OTA or SBIR, you're nearly always working against BA2/BA3 dollars. Understanding BA structure helps you identify the right doors to knock on.
Example
A research firm tracks a DoW program's BA classification from BA2 into BA4 and anticipates the transition to major contract competition in BA5. It positions itself 18 months ahead of the RFP by building past performance, teaming arrangements, and capability demos.
