Program Objective Memorandum (POM)
Definition
The POM is each military department's multi-year (Future Years Defense Program, or FYDP) budget proposal submitted annually to the Office of the Secretary of Defense. It reflects the service's priorities for manpower, procurement, RDT&E, O&M, and military construction. POM inputs are aggregated and adjusted through DoW-level reviews before becoming the President's Budget request to Congress.
Why It Matters
A program has real funding momentum only once it's in the POM. Tracking POM cycles helps contractors anticipate which efforts are likely to see dollars in the upcoming fiscal year.
