Program Objective Memorandum (POM)

Definition

The POM is each military department's multi-year (Future Years Defense Program, or FYDP) budget proposal submitted annually to the Office of the Secretary of Defense. It reflects the service's priorities for manpower, procurement, RDT&E, O&M, and military construction. POM inputs are aggregated and adjusted through DoW-level reviews before becoming the President's Budget request to Congress.

Why It Matters

A program has real funding momentum only once it's in the POM. Tracking POM cycles helps contractors anticipate which efforts are likely to see dollars in the upcoming fiscal year.

Example

The FY26 POM added funding lines for hypersonic defense interceptors, signaling to industry that contract opportunities in that area would appear within 12–18 months.
