Procurement Instrument Identifier (PIID)

Definition

The Procurement Instrument Identifier (PIID) is a standardized 13-character identifier for federal contract actions, implemented under FAR 4.1601. The PIID structure encodes the agency, activity, year, instrument type, and serial number. PIIDs replaced a variety of agency-specific contract numbering systems and are used uniformly in FPDS, SAM.gov, and agency procurement systems. Task orders under an IDIQ receive their own PIID, along with a referenced parent contract PIID.

Why It Matters

The PIID is the single master key for tracking any contract action across government systems. Invoices, modifications, past performance, and FPDS reports all reference the PIID. Firms that manage large portfolios of task orders benefit from PIID-based contract management systems that roll up related awards by parent-child structure. Small errors in PIID handling can block invoices or mis-credit past performance.
