Definition

Multiple Award Task Order Contract (MATOC) is a multiple-award IDIQ contract vehicle commonly used by the Army Corps of Engineers, Navy NAVFAC, and GSA for construction and architect-engineer services. A pool of primes is awarded seats, and specific construction projects are issued as task orders under the MATOC's terms. MATOCs often have regional or specialty constraints (e.g., Small Business, 8(a), or SDVOSB pools) and ceilings ranging from hundreds of millions to billions.

Why It Matters

For construction-oriented contractors, a MATOC seat is the primary pipeline builder. Winning an USACE or NAVFAC MATOC seat delivers years of task-order competition among a limited pool. MATOC capture is specialized: pre-qualified technical approaches, rapid cost estimation, and deep knowledge of installation requirements all shape winners. MATOCs also frequently use set-asides to build small-business bench strength.
