Contracting Officer's Technical Representative (COTR)

Definition

The Contracting Officer's Technical Representative (COTR) is a legacy title for what FAR now uses 'COR' to describe: a government employee delegated technical oversight authority on a contract. DoW standardized on 'COR' following FAR and DFARS updates, but the COTR title still appears on older solicitations and is used at some civilian agencies. The role is functionally identical: surveillance of performance, technical acceptance of deliverables, and reporting to the Contracting Officer. COTRs cannot modify contracts or obligate the government.

Why It Matters

The distinction is largely semantic, but the term still appears in program management offices that have not updated templates. Recognizing that 'COTR' and 'COR' refer to the same role prevents confusion on multi-agency programs and helps capture managers interpret organizational charts correctly. Both roles share identical limits on authority, and contract changes still require the Contracting Officer.

Example

A subcontractor new to federal work receives guidance from a 'COTR' on a NASA contract and, thinking this is a different role than a COR, escalates unnecessarily. A quick look at the FAR confirms the roles are equivalent and the contractor resumes normal coordination.
