8(a) Business Development Program (8(a))

Definition

The 8(a) Business Development Program is administered by the Small Business Administration and named after Section 8(a) of the Small Business Act. It provides a structured nine-year path for socially and economically disadvantaged small businesses to grow federal contracting capacity, including access to sole-source awards up to $4.5M (services) or $7M (manufacturing). Participants must be at least 51% owned and controlled by one or more socially disadvantaged individuals who meet economic thresholds on net worth, adjusted gross income, and total assets. The program combines business development training, mentor-protege relationships, and preferential contracting to help firms graduate as sustainable competitors.

Why It Matters

Federal agencies have statutory small-business contracting goals, and the 8(a) set-aside is one of the most powerful tools for hitting them. Because 8(a) sole-source awards can be issued without full competition, the program accelerates time-to-award dramatically. For new entrants to federal contracting, 8(a) certification is often the single highest-leverage credential you can pursue, because it routes directly-awarded work to a limited field of eligible firms. Once a firm graduates, the relationships, past performance, and capabilities developed under 8(a) typically enable it to compete successfully on the open market.

Example

A minority-owned IT services firm with $4M in revenue is admitted into the 8(a) program. Two months later, a VA contracting officer identifies the firm through SAM.gov's 8(a) Dynamic Small Business Search and issues a $2.8M sole-source task order for help-desk modernization. No RFP, no competition, no protest window, and the firm signs the award within four weeks and begins performance. Over the next nine years, it leverages that past performance to win full-and-open task orders on VA T4NG and, on graduation, a prime position on GSA 8(a) STARS III.
