Definition
The 8(a) Business Development Program is administered by the Small Business Administration and named after Section 8(a) of the Small Business Act. It provides a structured nine-year path for socially and economically disadvantaged small businesses to grow federal contracting capacity, including access to sole-source awards up to $4.5M (services) or $7M (manufacturing). Participants must be at least 51% owned and controlled by one or more socially disadvantaged individuals who meet economic thresholds on net worth, adjusted gross income, and total assets.
